The following fiscal note applies to HR 4:

Representative Phillips moved and asked unanimous consent that HR
 pass the House.  There being no objection, HR 4 passed the House             
and was referred to the Chief Clerk for engrossment and enrollment.            
                                                                               
The members to this special committee were appointed on January 11,            
1993 (page 10).
